This is Tree City USA Bulletin No. 36. Other bulletins also provide helpful information. The entire set of bulletins, in 3-ring binders, makes a great reference library for tree boards.

Here are a few online sources that can help strengthen any tree board:

The Georgia Forestry Commission provides an outline of duties for the officers of tree boards. These may be helpful in creating job descriptions as described in Bulletin 54.
Some tree boards are strictly advisory and some actually are responsible for the tree work that gets done in their communities. A web publication from Penn State University provides an outline for annual work planning. Parts of the list are helpful to any tree board.
The International Society of Arboriculture is an excellent source of education material. This site also lists training opportunities.
